Surrey City Centre is a small, dense, young, renter heavy, transit dependent neighbourhood, and the census numbers say so clearly. That is a real profile, not a criticism, and it is the profile that makes City Centre condos the most accessible entry point in Surrey.
Density. City Centre covers 548 hectares and held 33,520 residents in 2021 across 15,420 occupied private dwellings. High rise apartments make up 45 percent of its dwellings, 6,960 units, against 5 percent citywide, and low rise apartments another 36 percent. Single family homes are 6 percent.
Growth. City Centre’s population grew 24 percent between 2016 and 2021, up from 18 percent between 2011 and 2016, against 10 percent citywide.
Who lives there. The average age is 38, 34 percent of residents are aged 20 to 34, and only 17 percent are under 20 against 23 percent citywide. Fifty five percent of households rent, against 30 percent citywide, and average household income was $77,200 in 2020 against $116,600 citywide.
Transit. Thirty two percent of City Centre residents take transit to work, against 13 percent citywide, and only 61.3 percent drive against 82.2 percent citywide. The trade off shows in commute length: 62 percent of City Centre workers commute more than 30 minutes, against 50 percent citywide, because a large share of them are travelling into Vancouver.
Whalley, next door. The surrounding Whalley community, excluding City Centre, held 77,360 residents with an average household income of $111,900, 41 percent renters and 20 percent transit commuters. It is a different neighbourhood from City Centre with a different price level, which is why homes for sale in Whalley and Whalley condos for sale are separate searches.
The honest framing for a presale buyer: an investor’s rental assumptions and an owner occupier’s lifestyle assumptions should both be tested against those numbers rather than against a marketing brochure.
SkyTrain and getting around Surrey City Centre
Today, four Expo Line stations serve the Whalley and City Centre area, and King George to Waterfront is a 40 minute ride. SFU’s Surrey campus and Central City sit at Surrey Central, and Holland Park sits between the stations.
From late 2029, the $6 billion Surrey Langley SkyTrain extends the Expo Line 16 km east along Fraser Highway from King George Station with eight new stations. As of mid 2026 all eight station sites are under construction and trackwork has begun. That extension makes King George an interchange rather than a terminus.
What this page will not say is that any of that will raise the value of a specific presale. Improved transit access is one factor buyers weigh among many, and nobody licensed in British Columbia may promise a price outcome from an infrastructure project.

A Smarter Wayto Buy New
A presale is a home you buy from a developer before it is built. The rules in British Columbia are set by the Real Estate Development Marketing Act, or REDMA, and they are genuinely buyer friendly if you know them.
Deposits in stages
Total deposits usually run 15% to 25% of the price, paid in stages. A common pattern is 5% at contract signing, then further instalments over 12 to 18 months.
Deposits held in trust
Deposits are held in trust under the Real Estate Development Marketing Act, or REDMA, and are protected if the developer fails before completion.
7 day rescission period
Under REDMA you can cancel in writing within 7 calendar days, including weekends, from the later of signing or receiving the Disclosure Statement, for a full deposit refund with no fee. That is different from the 3 business day Home Buyer Rescission Period on resale homes.
GST on new construction
New construction is subject to GST. Under Bill C-4, which received Royal Assent on March 12, 2026, eligible first time buyers can receive a 100% federal GST rebate on new homes up to $1,000,000, worth up to $50,000, phasing out to zero at $1,500,000.
Property Transfer Tax exemption
The newly built home Property Transfer Tax exemption reaches up to $1,100,000 with a partial exemption to $1,150,000, so many qualifying new homes are PTT exempt.
Assignments
You can only assign a presale contract if the contract allows it and the developer consents, usually for a fee of 1% to 3%. Assignment profit can trigger GST on the premium, the BC Home Flipping Tax if held under 730 days, and business income tax.

Assignments, and why they are not an exit plan
An assignment is only possible if the contract permits it and the developer consents, with fees commonly 1 to 3 percent. The 2026 tax exposure stacks: 5 percent GST on the assignment premium, the BC Home Flipping Tax if held under 730 days, and possible business income treatment by the Canada Revenue Agency. An assignee only qualifies for the first time buyer GST rebate if the original contract was signed on or after March 20, 2025.
Do not buy a City Centre presale with an assignment as your exit plan unless you have taken professional advice on all three exposures.

That is a third party count, dated to its source’s own reporting, and it is context rather than a forecast.

Not everyone wants to wait for a building to finish. Buying resale means you see the actual unit, the actual view and the actual strata, and you can move in now. Compare the two properly rather than being talked out of it.
